Andrew Macklin, of Macklin Cement Company, dispatches his daredevil son Barry to visit the sleepy town of Hillsboro whose Mayor, Ezra Sprowl, is refusing to pay for the material to pave their streets. However Barry does nothing boring or easy and he has to evade police and railroad agents just to get there! When he does arrive he is smitten by Lucy, daughter of the down on his luck Marshal and soon Barry is scheming to help the pair.
